Does 3:96 mean the first House built, or the first appointed for people?

وُضِعَ is passive, set down or appointed. Every other occurrence of the root in the Quran is listed in the attached table. Claim: the verse is about appointment, not construction.
The first house set up for the people is the one at Bakkah, blessed and a guidance for the worlds.
